Why am I unable to find the list of Provider Administrators while composing SComm messages?

While composing SComm messages, you find the administrators at the agency by selecting the 'Provider Administrator' category under the 'User Title' tab. You may also find the administrators by typing their name inside the text box beside the 'Recipient' field and then select the particular administrators from the auto-complete list.
